The same old system,
Joseph
Stalin once brought a rooster with him to the House and began to pluck its
wings in front of everyone.
The
rooster kept bubbling in pain, but Stalin tore off all the wings one by one and
threw them on the ground. He took some grains from his pocket and threw them
towards the rooster and started walking slowly
While eating the rooster, he started walking behind Stalin. Stalin threw the rooster, ate the rooster, followed him and finally the rooster came to Stalin's feet and stood up.
Then Stalin looked at the speaker and said a historic sentence
In democracies, the people are like a rooster. Their leaders first rob the people of everything and cripple them.
And later by giving them a little food they become their Messiah
Our situation is similar in recent times.
Today we will talk about the development budget of Balochistan. This budget is also based on the last ten years.
There are two purposes of writing in the last ten years. The first is that I was asked that Balochistan could not develop because of Bugti. So what? What did Balochistan get after Bugti's death?
The second most important objective is that 18 amendments were passed in 2010 after which most of the powers and projects with funds were transferred to the provinces and the power of the federation was reduced from the provinces. These powers of the last ten years are with the representatives of Balochistan. So where did Balochistan stand at Rs 2600 billion in the last ten years and where did the representatives of Balochistan take Balochistan in ten years?
The objection of some friends goes to the gas and says that the gas has been consumed in Punjab, it has been eaten, it has been eaten. And let me tell you that according to the report of the Finance Minister, not mine. According to the report of the Finance Minister, Balochistan was given Rs 83 billion in 43 years in terms of gas royalty, rent and revenue. How many Yes, Rs 84 billion while Akbar Bugti used to receive Rs 2.5 crore monthly royalty in the form of gas as well as fuel for vehicles and monthly newspaper bills.
Well, let's go ahead, then I was saying, "Let's admit that in the case of gas, there has been an excess of Balochistan, what has happened, and the friends who are saying that Punjab has done it, let's accept it." Let's look at Balochistan's ten-year development budget first. 👇
Here are the details of the ten-year development budget.
The development budget for 2010-2011 was Rs. 26.75 billion
The development budget for 2012-2011 is Rs. 29 billion
The development budget for 2012-2013 is Rs. 35 billion
The development budget for 2014-2013 is Rs. 43.91 billion
The development budget for 2015-2014 is Rs. 50.75 billion
The development budget for 2015-2016 is Rs. 54.50 billion
The development budget for 2016-2017 is Rs. 71.18 billion
The development budget for 2017-2018 is Rs. 86 billion
The development budget for 2018-2019 is Rs. 88.30 billion
Development budget for 2020-2019 is Rs. 126 billion
This brings the total amount to Rs 611.39 billion.
This money was only to be spent on development projects in Balochistan, roads, hospitals, schools, colleges, universities, dams, tube wells, canals, playgrounds, electricity, water, gas and other purposes were to be met, but even after this budget Balochistan today stands in the same place as it was at the time of Bugti or perhaps even went down.
Even after such a huge budget, Quetta, the capital of Balochistan, is in the same predicament. School buildings are uninhabitable, water is not available, hospitals are in poor condition.
The billions of rupees that are being spent on salaries in this development budget are being corrupted by the salary earners at every opportunity. Those who presented the development budget are playing in the billions but those who presented the development budget never made progress.
According to a report, in the last five years, there has been a corruption of Rs. 500 billion in Balochistan which has come to light.
Now the question is that Punjab has drunk gas (my desire and demand is to provide gas to the whole of Balochistan) then what was left of what was in the hands of the government of Balochistan, someone will tell where the people breathe a sigh of relief given? Apart from gas, what other facility has been provided to the people by these representatives and chiefs so far that there is no gas and everything else has been provided?
Someone will tell where the development budget of Rs 611 billion was spent? In which file in which office is the record of these 611 billion rupees while the people of Balochistan are saying that Balochistan has not been touched?
Tell me, what did the provincial governments and provincial representatives in parliament do for Balochistan?
What did the representatives of Balochistan in the parliament do for Balochistan with all the money that the representatives of Balochistan had to provide for education, health, development and employment?
The next cry is that the federation has deprived
Balochistan of education. Schools have not built colleges or universities.
So-and-so. First of all, I want the federation to take the education system of
Balochistan in its own hands. The best education system should be provided, but
one question is that the entire department of education is under the
supervision of the province, so what steps did the provincial governments take
for education?
