                                                                Balochistan province is not only extremely backward in terms of education but its economy is also in a state of disarray. Millions of young people in a population of one and a half crore are in exile in search of employment. Due to compulsion, they are decorated with the medal of oil smuggler. It was the duty of the federal and provincial governments to stop them if they could not provide employment, at least to the poor educated youth who are serving at the level of class four employees in various departments of Balochistan. It is the culmination of apathy and low thinking that the doors of development are being closed on the pretext of employing class four and supporting staff, tough service providers and white coats in thousands of different institutions. New Platonic policies, laws, rules, and the pharaonic-dominated bureaucracy and selfish politicians who have been constantly harassing them mentally and financially are wondering what crime they are committing. They have been washed and are lying behind them

The situation is that in the year 2009, two employees of the education department applied for these service promotions, but after three years of procrastination due to bureaucratic affiliation and interests, the said employees refused. Hoping for the judiciary, when he reached this door, the judiciary sought an answer from the Secretary Education. He said that according to the rules of the Department of Services and General Administration, there is a 20% quota for class four employees.

But unfortunately it has not been implemented till date, so the Supreme Court has ordered immediate implementation. ۔ The Senate list was compiled for the first time on 09-2008, then after compiling the final list, further amendments were made in 2012 and other persons who did not submit their data in 2009 were included but no one was promoted Ten years later, in 2018, the same final Senate list was revised

 And adding new employees, the list of 46 employees of the education department was sent for approval in December 2018 while 35 employees were promoted but then unfortunately the employee who knocked on the door of the court was present in the list of 35 people. He didn't. He didn't get a day off who missed the lesson. And the funny thing is that in the year 2020, a list has been compiled under the name of Final Seniority, in which about forty people, ie employees, have been placed at the top, who were not included in the final Seniority list of the year 2018.

 These lucky people are now at the top. This is the result of the pen and thinking of the bureaucracy. This has proved to be another misfortune of the employees who complained about this first complaint. Once this is done, the final seniority list is compiled and the final list is not modified again and again. And if the rules were to be followed, then the 35 people who had promotion orders would have been canceled and a final Senate list would have been compiled anew. Because from the junior clerk to the superintendent, the date of appointment is considered the base of the seniority. 

But for class four employees, the matriculation passing history is beyond comprehension because if the promotion is not done to illiterate persons and employees, then the notification of the Department of Services and General Administration gives the bureaucracy an opportunity to easily support the people of their choice. Employees with higher education should be given preference. First Master Degree Olds, then Graduate, then Inter and finally SSC should have seniority of employees. But unfortunately, the associations of the institutions did not even pay attention to this issue. Like the politicians on their stage, they are only busy entertaining the class four employees by calling them backbone. Class four employees in government institutions who have master's degree olds is a practical proof of their high performance. He should have been given full support and  patronage but unfortunately he was treated hostilely and from time to time he was humiliated and obstacles were put in his way. Because these employees had applied for these service promotions but fourteen years have passed and the problems are still there.

It seems clear that the bureaucracy and its cronies are directly adopting such attitudes and practices that, God willing, this institution is not the government's but their personal estate. Which clearly means treason and treason.
